Emomali Rahmon, speaking today before the country’s parliament, proposed declaring the upcoming five-year period – 2025-2030 – a period of development of the digital economy and innovation.
Kulyab will become the main base for training specialists for the development of the digital economy and programming.
This step, according to him, is aimed at accelerating the digitalization of the country and strengthening its position in the global technological environment.
The following tasks are planned to be implemented within the framework of this initiative:
- Creation of a regulatory framework for the effective development of the digital economy and regulation of innovation.
- Introduction of 5G technologies, which will increase the speed of data transfer and improve the quality of digital services.
- Digitalization of public services, simplifying access to them and increasing the transparency of government agencies.
- Promotion of artificial intelligence, including its integration into the economy and management.
- Ensuring cybersecurity, data protection and preventing digital threats.
- Development of digital entrepreneurship and e-commerce, stimulating innovation and creating new jobs in the IT sector.
In his message, the president instructed to strengthen the process of training programmers and other specialists needed for the development of the digital economy and programming.
“In this process, it is important to create the best conditions for training personnel, provide various benefits, encourage specialists in the field of information technology and retraining in leading foreign educational institutions. In this regard, I propose to establish the University of Innovations and Digital Technologies on the basis of the Institute of Technology and Innovation Management in the city of Kulyab,” the head of state said.
This university has been instructed to give the status of the main base for training specialists in this area, along with this, to create relevant faculties and departments in all higher professional educational institutions of the country.
“The Ministry of Education and Science, the Agency for Innovations and Digital Technologies, other relevant ministries and departments are instructed to develop and submit to the government of the country draft regulatory documents on this issue within 4 months,” the president noted.
He emphasized that over 197 billion somoni have been allocated for the development of the economy of Tajikistan over five years.
Particular attention in the message was paid to achievements in the construction of social facilities.
Thus, he noted, over the past three years, the following have been built in the country:
more than 1,500 educational institutions,
660 healthcare facilities,
470 sports facilities,
175 cultural and entertainment facilities.
Emomali Rahmon expressed gratitude to entrepreneurs and residents for their active participation in the implementation of these projects, emphasizing the importance of their contribution to the development of the country.
Earlier, he proposed introducing a moratorium on inspections of entrepreneurs for a period of two years.
